Frank Manzer is a native of Hot Springs, Arkansas where he worked in residential construction during summers and weekends while attending high school and college. Graduating with a Bachelor's degree in physics from Henderson State College in Arkadelphia, Arkansas, Frank began as a chemical field engineer. He went on to work through the ranks of a local financial institution to become Chief Appraiser. He also worked for appraisal firms in Texas holding positions as Chief Review Appraiser, Senior Appraiser and eventually Chief Appraiser. Frank Manzer has contracted over the years for services as a Consultant, Independent Fee Appraiser and Analyst. Since 1990, he has been providing feasability studies, appraisals and consulting services primarily of specialty properties in the southern United States. Frank is a former Associate Member of the Appraisal Institute Faculty and has served as the chairman of both the Building Projects Review Committee and the Civic Center Building Review Committee for the City of Hot Springs, Arkansas. He was a member of the first Urban Valuation Delegation to the countries of Russia and Latvia sponsored by People to People International and the Appraisal Institute in the summer of 1993; being just one of thirty-seven United States professionals invited to aid the Russian and Latvian governments with the privatization of their real estate. Qualified as an expert witness in several Circuit, Chancery and Bankruptcy Courts, Frank has conducted appraisal assignments and reviews in 69 counties covering eight states. |
